Accessibility Statement
The Getxo Council website has been designed and developed in accordance with the W3C recommendations on web accessibility. These recommendations make it easier for people with disabilities – and for all users in general – to access the content on the council’s website. It allows access via different browsers and devices. It presents content in a clearer and more structured way by separating the presentation of the information using style sheets. In short, it improves browsing and the user experience.
The design has been created to be compatible with as many browsers as possible and across different platforms.
Getxo Council has undertaken to make its website accessible in accordance with Royal Decree 1112/2018 of 7 September on the accessibility of public sector websites and mobile applications, transposing Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016.
This accessibility statement applies to the website https://www.getxo.eus, excluding embedded content from other domains that have not been developed, funded or are not under the control of Getxo Council.
Compliance status
This website is partially compliant with Royal Decree 1112/2018 due to non-compliance with the aspects set out below.
Content not accessible
The content set out below is not accessible for the following reasons:
Non-compliance with Royal Decree 1112/2018
- Some images are not labelled or have a generic text alternative, or the information, structure and relationships are not determined by software or do not have a text alternative [requirements 9.1.1.1 and 9.1.3.1 of standard UNE-EN 301549:2019 Non-textual content or information and relationships].
- Some pre-recorded videos on the website do not have audio description or alternative formats [requirements 9.1.2.3 and 9.1.2.5 of standard UNE-EN 301549:2019 Audio description or alternative formats (recorded)].
- In some forms, the input field used to collect information about the user does not specify its purpose [requirement 9.1.3.5 of standard UNE-EN 301549:2019 Identification of the purpose of the input].
- On some pages, the contrast ratio for text or images may not be at least 4.5:1 [requirement 9.1.4.3 of standard UNE-EN 301549:2019, ‘Minimum contrast’].
- On some pages, text images have been used instead of text to convey information [requirement 9.1.4.5 of standard UNE-EN 301549:2019, ‘Text images’].
- In some instances, a link may not have its specific purpose defined in writing [requirement 9.2.4.4 of the UNE-EN 301549:2019 Purpose of links].
- In isolated cases, there may be an input error in a particular field or form and the user not provided with guidance on how to resolve it [requirement 9.3.3.3 of standard UNE-EN 301549:2019 Guidance in the event of errors].
- Some pages may contain duplicate attributes and IDs [requirement 9.4.1.1 of standard UNE-EN 301549:2019 Processing].
- There may be office documents in PDF and other formats published before 20 September 2018 that do not fully meet all accessibility requirements, although every effort has been made to ensure that the majority of them do.
- There may be third-party content that has not been produced by this Council or not under our control, such as office files.
- There may be published pre-recorded files that do not fully meet all accessibility requirements.
The content does not fall within the scope of the applicable legislation
Preparing the accessibility statement
This accessibility statement has been drawn up on the basis of an accessibility self-assessment carried out between March and April 2024.
The assessment was carried out taking into account the applicable accessibility requirements and the criteria set out in standard UNE-EN 301 549.
Date of drafting of statement: 27/10/2021.
Date of last review: 28/09/2026.
The statement will be reviewed periodically, at least once a year, and whenever a new accessibility assessment is carried out that may affect its content.

Requests for accessible information and complaints
You may submit:
- A complaint regarding compliance with the requirements of Royal Decree 1112/2018.
- A request for accessible information relating to:
- Content excluded from the scope of Royal Decree 1112/2018, in accordance with the provisions of Article 3, section 4.
- Content exempt from compliance with accessibility requirements because it would impose a disproportionate burden.
A request for accessible information must clearly set out the facts, reasons and specific request, demonstrating that the request is reasonable and legitimate.

Furthermore, the other options set out in Law 39/2015 of 1 October on the Common Administrative Procedure for Public Administrations may also be used.
Requests and complaints will receive a response within a maximum of 20 working days, in accordance with the provisions of Article 12 of Royal Decree 1112/2018.
Complaints procedure
If a request for accessible information or a complaint has been rejected, if the complainant does not agree with the response received, if the response not meet the requirements set out in Article 12.5 of Royal Decree 1112/2018, or if the period of 20 working days has elapsed with no response received, a complaint may be lodged in accordance with the provisions of Article 13 of Royal Decree 1112/2018.
The complaint must be submitted and registered in accordance with the provisions of Law 39/2015 of 1 October on the Common Administrative Procedure of the Public Administrations.

The complaint will be processed and resolved within a maximum of two months.
Where it is necessary to request further information from the person concerned in order to resolve the complaint satisfactorily, that person shall be granted a period of ten working days to provide the relevant information.
If, after the maximum period of two months has elapsed, no decision on the complaint has been notified, it shall be deemed to have been rejected.
Appeals may be lodged against the decision on the complaint in accordance with the provisions of Law 39/2015.
Optional content
The following measures have been considered to enable users to access all content and functionality more easily:
- The pages display correctly in the various browsers used for the analysis (Firefox, Edge, Safari, Chrome).
- Consistency across the website is ensured, making the browsing experience consistent on all pages.
- This prevents issues such as content flickering or audio or video playing automatically.
- All information conveyed through colour can always be understood without the use of colour.
- The text size and containers have been defined correctly. In this way, the content is expanded seamlessly.
- Option to listen to the website’s content.
- Headings and lists are used to organise the various sections of content and enable screen reader users to navigate the site effectively.
- Page titles provide the name of the website and the section the user is in; they also give details of the event or the headline of the news item being viewed.
- Every effort is made to ensure that the content uses simple, easy-to-understand language.
- The accessibility features of published PDF documents are steadily improving.
